“Connecting Vermont: Roads and Rails,” looks at two major modes of transport. Rail carries heavy freight more efficiently and with less pollution than trucks do, but the state's track system is not up to national standards. On the highways, there is a shift, both locally and nationally, toward managing traffic better and away from building new roadways.
