Matthew Handy is invited to give tips on saving energy on his wife Patty's news show. Soon after, his words prove to be true when Mayor Cleanhands is obligated to announce restrictive measures on the use of energy in the city of Tipsville. The heartless Darkhand decides to take advantage of the situation by selling putrillio, a toxic and polluting substance, which he hopes to manufacture and export to the city in practically limitless quantities. Darkhand decides to start a publicity campaign to try to get the citizens to consume massive amounts of energy, which will publicly discredit Matthew on his wife's news show. The Handy children, Anna and Paul, come up with their own publicity campaign which promotes responsible energy usage, which will win over the mayor himself, who will revoke the contract for Darkhand's putrillio.
